How do I make themes for Nokia phones? And where can I download them?

How do you make a theme for Nokia phones? Mine is 6300. I want to learn.. Someone told me about using a program. If there are such programs, I need a free one and a step-by-step tutorial.

Just in case I fail, where can I download free themes for Nokia phones (preferably anime themed)?

    Join the Nokia Club ( free) . Go to Nokia.com and read more about it. They have a limited number of free wallpapers, tones and themes but you can also buy too.
