Bitpim is no help Jon because the developers are too lazy to update. There are so many phones missing it's almost pointless. And even though it picks up the Rogue as a CDMA phone you can't add anything because there is no info for it. I even tried using the Samsung Alias 2 info but when I tried adding the ringtones to my phone it just restarted.
And the same goes for your method Mike, doesn't work, memory card was the second thing I tried.

I used phonezoo.com. It lets you choose pictures, games and create and send them to your phone. It's fast and easy. When you recieve the message, you just go to options:save (ringtone, sound, ect.)

Most modern phones will not let you 'sync' ring tones (only music). Reason being they want you to buy them. The ventones idea will work as well, but the most direct way is to skip the sync mess and go straight into your phones file system with a program like bitpim. You'll be able to add ringtones, wallpapers, music, you name it from this program. Any time youre in the file system, you have the ability to ***** up the phone so always be mindful of doing anything idiotic. However, Ive used bitpim for years to add ring tones to several phones.

Just google "bitpim" to find the download from soundforge site. Since your phone is new you may have to force it to recognize it as a different phone to make it work until a new version of bitpim detects it automatically.

simply buy a memory card (if you don't have a memory card, install drivers for your pc to recognize the phone)
, connect the data cable, and do this

Download the ringtone to your computer
Connect your usb data cable to your phone
Open your Windows Explorer, or your My Computer Icon
Look for the new driver letter which represents the phone's memory
Locate the ringtone from Ventones on your hard drive
Drag and Drop it over to your My Sounds or your My Music Folder
