How to use the word mac and macbook in google adwords title?

I see a lot of fake companies use the word mac and macbook pro in their title on google adwords. How do they get past that?

    When you write an ad you can put a place holder in the header. If your search is short enough the header will be the exact same as your search query.
    There have been court cases ruling against this practice but there are so many ads it is hard to monitor.
