Is there a PC monitor that has a/v inputs and can be connected to my Lenovo Thinkpad X61s notebook?

Dell sells quite a few LCD monitors with different types of inputs. They’re usually 22 or more… but you’ll probably be close to your $350 limit. Like here’s one that has VGA, DVI, and HDMI input and is 22 : model # SP2208WFP. I’m sure there are many others as well but price will be your biggest problem.
